MEMBERSHIP HAS ITS BENEFITS!

AAPEC will be participating in the Destination Marketing
Campaign for Spring 2007 for Kingston and surrounding area. For
our money we get the following:
1. Participation in the destination marketing campaign.
2. Participation in the campaign Website, which includes a listing
with a link to the AAPEC web site.
3. Participation in the customized magazine including a 1/8 th page
advertisement.
4. Participation in the campaign Radio promotions which include
60-15 second radio spots on CFLY FM and 1380 CKLC AM (30/30 split).
AAPEC will again have an ad in The Official Guide to the Wineries
of Ontario. They print 500,000 guides, which are distributed all
through Ontario in LCBO stores, wineries, Chambers etc.
AAPEC also has advertising in Breakaway 2007, Taste the County 2007
Visitors Guide, the County Red Map, a banner ad and web site ad
on www.pec.on.ca and a direct link to our AAPEC Web site.
New this year will be an ad in the popular
Watershed magazine.
For those AAPEC members who are also a member of BBCanada we also
have a Web Site on BBCanada and the only listing under Prince Edward
County.

Bell Canada v. Minister of Finance
The April 19, 2006 court decision settled the issue of what procedures
should be used in the adjudication of a retail sales tax (ORST)
dispute between Bell Canada and Ontario regarding telecommunication
services.
The court ruled that the application would be determined by trial
and not by application so the more substantive issues in dispute
were not front and centre, thus flying below the radar screen.
The central issue is whether Bell Canada is a “user”
or “consumer” of taxable telecommunication services,
or whether the services are exempt from tax as part of a larger
network of services provided to end customers. Currently the same
transaction is taxed three times: |
1) Equipment used by Bell in the provision of telecommunication
services is subject to ORST
2) Consumers, as end users, are liable for ORST on the value of
telecommunication services purchased
3) And if Ontario is successful, ORST would be payable by Bell on
the services as well because, as the Minister argues “Bell
is consuming telecommunication services as a user for its own benefit”
and therefore the value of those services are also subject to ORST.
This is another prime example why ORST should be replaced by a value-added
tax and why sales tax harmonization in this province would provide
a silver lining.
The OCC has lobbied extensively for a harmonized sales tax in Ontario.

A sold out event took place on March 7th at the
Ramada Inn. Here are just some of the highlights.
The keynote speaker, Ms. Kennedy Smith, one of the foremost experts
on downtown revitalization and development, spoke on downtown economics,
independent business development and the economic impact of sprawl.
She delighted the audience with some of her experiences that span
over 23 years in Downtown revitalization.
Barbara Crowhurst, renowned Canadian retail business coach, amazed
the audience with her 11 Keys to Retail Success and her thoughts
on how to compete with The Big Guys. |

| What the
Federal Budget Means to Ontario |
|

|
The federal government has made progress towards restoring
fairness in Canada in Budget 2007 by implementing a number
of the recommendations of the Ontario Chamber of Commerce.
“We’re pleased to see the federal government’s
commitment to per capita funding of major transfers including
health and social programs,” says Len Crispino, President
& CEO of the Ontario Chamber of Commerce. “Ontarians
deserve the same level of services as their fellow Canadians
and that simply has not been the case in the past.”

The Ontario Chamber of Commerce had advocated for a principle-based
solution, several of which were included in today’s budget:
A commitment that provinces receiving equalization will not
have a higher fiscal capacity than contributing provinces.
A commitment to equal per capita cash support for the Canada
Social Transfer and the Canada Health Transfer.

A clarification of roles and
responsibilities of governments, and a commitment to focus
on areas of federal responsibility.
“Overall Ontarians across the province will benefit
from today’s announcement,” adds Crispino. “Improved
federal transfers will trickle down to services Ontario residents
use every day.” |

“The Ontario Chamber of Commerce had hoped the government
would include a component of program evaluation for federal
transfers, one of the largest wealth transfers in the world,”
countered Crispino. “We commit to work with the federal
government to develop a measurement tool so that we can ensure
the program’s effectiveness.”

Thanks to all the volunteers who kept the Visitors
Information Office open on the Saturday and Sunday of Maple in the
County!
There were 35 visitors – mostly locals coming
in for information.
