Base31

Base31 is a cultural destination and evolving community in Picton, set on the site of a former WWII air training base. Since acquiring the property in 2021, PEC Community Partners has been working to thoughtfully transform the site through adaptive reuse, arts and culture programming, and long-term neighbourhood planning.

Today, Base31 is home to a growing mix of businesses, artists, makers, and community organizations. At its centre is B31 District, the cultural heart of the site, where much of the public programming, events, and experiences take place. Base Living reflects the longer-term vision for residential neighbourhoods integrated across the broader site, with a mix of housing types including ownership and rental options.

Rooted in Prince Edward County, Base31 works in collaboration with local partners, cultural organizations, and businesses across the site. Recent initiatives include the opening of a licensed childcare centre, summer camp programming, and the creation of shared outdoor spaces such as the Sensory Garden for families to enjoy. The project continues to evolve with a focus on contributing to the County’s cultural vitality, community life, and long-term growth.

Who keeps our online community safe? C3 Solutions does. Around 5 years ago C3 placed themselves in The Armoury in Downtown Picton. They work hard to keep your computers and software up to date and protected from viruses. They also provide companies with business solutions such as using software like ZOHO and CRM to help you create an easy way of managing your business.


As a Community Investor with the PEC Chamber, C3 Solutions has worked on a number of different projects. If you have seen “Shift Yourself” to encourage working local C3 Solutions are the brains behind it. They enjoy providing for their community and like to offer website facelifts to new companies joining the community.

Loyalist College

Loyalist is Ontario’s Destination College, empowering students, faculty, staff, and partners through experiential, industry cluster-based education, training and applied research programs. The College provides job-ready graduates for, and knowledge transfer to, industry and the community. Located on more than 200 acres in the beautiful Bay of Quinte region, the College is perfectly positioned between Toronto, Ottawa and Montreal.

Loyalist offers more than 70 full-time diploma, certificate and apprenticeship programs in biosciences, building sciences, business, community service, health and wellness, media studies, public safety, and skilled trades. 99.3 County FM

As a physically large island and diverse community, the station’s aim is to be “the place where we all come together”, supported by a signal which reaches all parts of the County.

99.3 County FM (or to use it’s official name, the Prince Edward County Radio Corporation) is incorporated under the federal Not-for-profit Corporations Act, owned by our community and operated in the interests of the community.

To serve the diverse range of musical tastes in the community, the station plays selections from a wide variety of music types – you never know what you’ll hear next.

The station depends on the active involvement of over 85 volunteers in roles which include on-air hosting, interviewing, managing the studio and administration and fund-raising.

Since it went on the air in October 2014, the station has grown to the point where research shows that more than 50% of radio listeners tune in daily. In fact, the station is now one of the five largest community radio stations in Canada.

County FM serves all parts of the community, from providing cost-effective advertising for local business to running over 6,000 public service announcements each year to promote the activities and fund raisers of local community groups. For the same reason, the station maintains a policy of strict editorial neutrality.
